avulsion both arms....690gram baby!

Hello all!
I am in need of help, advice...My son has just been diagnosed with BPI and my mind is buzzing with the fact we have been told NOTHING can be done in the way of surgery.(we do physio only) Apparantly because 2 nerves, on BOTH sides of his spine have been pulled from the root. Avulsion its un repairable :( . My boy is now 14months old. (10 months corrected) He was born 16 weeks early weighing 690grams. (not sure how he got stuck) but every instrument known to man was used to get his wee breached bod out.
To get to the point...-)
*****Does anyone know if Avulsion BPI can infact be fixed, improved with surgery?***

Any info truly appreciated!!
